Terry serves as the Chief Risk Officer in the Office of the President and for the University of Colorado’s four-campus system administration. He is responsible for the management of their risk financing and insurance programs, in-house claims administration, mitigation strategies, and development of the overall risk framework and policies. He developed and implemented the university’s single parent captive, Altitude West, in 2018 and serves as its President and management of its board of directors which consist of the university’s four campuses chief financial officers, the president’s office chief financial officer, and the university treasurer.

In addition to his 21 years with CU’s risk management department, his 40-year career includes positions as an industry Analyst with Standard and Poor’s, Director of Operations with Blue Cross and Blue Shield, Claims Representative with Kemper Insurance, Regulatory Manager of Self-Insurance and Compliance Audit with the State of Colorado. He has also been active in the insurance and risk management industry having served as a board director and past President of Colorado Public Risk Management Association (COPRIMA), past President of Colorado Self-Insurers Association (CSIA), and past President of Colorado Healthcare Associated Risk Managers (CHARM). Over his career, he has been appointed to various industry boards including to the State of Colorado’s Self-Insurance Guaranty Fund by Governor Bill Owens in 2000. In addition to his position as CU’s CRO, he continues to serve the State of Colorado in a part-time role with the Department of Labor and Employment as a risk financing subject matter expert. In his spare time, he also serves on various CU committees, advisory boards, and is a frequent lecturer for various campus business finance degree programs and classes.

He graduated from the University of Northern Colorado with a bachelor’s degree in business administration. He holds the ARM, CRM, and CIC industry designations. Terry has been happily married for 35 years and is the father of three children. His hobbies and interests include studying the history of the automobile industry, collecting classic cars, camping, and spending time with family and friends.
